HB 1936: Réunir, en vue d'un rapprochement et d'action concertée, les représentants de la race nègre et ses groupes différents en Asie, Europe et Amérique. HB 1938: To bring together, with a view to closer contact and concerted action, the representatives of the negro race and its different groups in Asia, Europe and America.

General facts

HB 1936: Le premier congrès panafricain a eu lieu en: février 1919, à Paris, le deuxième en 1921, à Londres, Bruxelles et Paris, le troisième à Londres et Lisbonne en 1923 et le quatrième à New-York en 1927. Un congrès est envisagé pour 1936 ou 1937. HB 1938: The first Pan-African Congress was held in Paris in February 1919, the second in London, Brussels and Paris in 1921, the third in London and Lisbon in 1923 and the fourth in New York in 1927. A Congress is proposed for 1938. An "Encyclopaedia of the Negro " is in course of preparation.

Activities

HB 1921: Le Congrès a adopté deux résolutions; la première adoptée à Londres, la seconde discutée à Bruxelles fut adoptée à Paris. l°Le deuxième Congrès pan-africain demande qu'au Bureau international du Travail soit institué une section chargée spécialement de considérer en détail les conditions et les besoins des travailleurs indigènes en Afrique et d'ailleurs; 2° Le Congrès désire qu'un homme de descendance africaine bien préparé par le caractère et l'éducation soit nommé membre de la Commission mandataire aussitôt qu'il s'y produira une vacance; 3° Le Congrès appelle sérieusement l'attention la plus vive de la Société des Nations sur la condition dans le monde des personnes civilisées d'origine noire, et il insiste fortement sur le principe de l'égalité absolue des races et propose aux Puissances coloniales liées à la Société des Nations, la création d'un Institut international chargé de l'étude de tous les problèmes posés par l'évolution et la protection de la race noire. HB 1925: Le deuxième Congrès panafricain s'est réuni à Londres, à Bruxelles et à Paris, les 28, 29 et 31 août et les 2, 3, 5 et 6 septembre 1921 et le troisième eut lieu à Londres, les 7 et 8 novembre et à Lisbonne les 1er et 2nde décembre 1923. HB 1929: The Second Pan-African Congress met in London, Brussels and Paris in 1921; the third met in London in November and at Lisbon in December 1923; and the fourth was held in New York City in 1927. HB 1936: Réunions périodiques tous les deux ou trois ans. HB 1938: Periodical meetings every two or three years.
